CSIR-IIIM Hosts First Half-Yearly TOLIC Meeting, Launches Digital Portal to Boost Rajbhasha Implementation.

In a significant move to strengthen the implementation and promotion of Hindi as the Official Language across government institutions, the Town Official Language Implementation Committee (TOLIC), Jammu (014), held its half-yearly meeting at CSIR–Indian Institute of Integrative Medicine (IIIM), Jammu on Tuesday. The meeting brought together representatives from a wide range of government institutions to review progress, discuss challenges, and formulate future strategies for enhancing the use of Hindi in official work. The session was chaired by Dr. Zabeer Ahmed, Director, CSIR-IIIM and Chairman of TOLIC Jammu, and was attended by 102 representatives from member offices affiliated with the committee. A key highlight of the meeting was the launch of a dedicated online portal and website for TOLIC Jammu. The digital platform has been designed to modernise reporting, monitoring, and coordination among member institutions, enabling greater transparency, improved digital connectivity, and enhanced institutional efficiency.

Addressing the gathering, Dr. Zabeer Ahmed said the strong participation reflected the commitment of government institutions towards the promotion of Rajbhasha. He emphasised that TOLIC’s objective extends beyond periodic reviews and focuses on creating a collaborative ecosystem where institutions actively contribute to the national mission of strengthening official language implementation. Noting that TOLIC Jammu now has 102 member offices, Dr. Ahmed stressed the need for greater sharing of responsibilities to improve outcomes and maintain quality standards. He urged institutions to take proactive ownership of Rajbhasha-related initiatives and described the promotion of Hindi in official communication as an important contribution to the vision of Viksit Bharat 2047. Highlighting the newly launched portal, he said the platform would allow member institutions to upload reports, activities, and data directly, creating a centralised information system for faster review and better coordination. He also encouraged offices to utilise public platforms and social media to showcase their Rajbhasha initiatives and inspire wider participation. Dr. Ahmed further proposed organising workshops, cultural programmes, and knowledge-sharing sessions centred on Hindi. He suggested that the portal could also host online competitions and awareness activities related to official language provisions, helping build a more participatory Rajbhasha ecosystem. Recognising excellence in implementation, the Chairman informed that 24 member institutions were felicitated during the meeting for their outstanding performance in promoting Rajbhasha. He encouraged all participating offices to strive for higher standards and assured support for capacity-building and training wherever required.

Ms. Sunita Rama, Research Officer from the Department of Official Language, Ministry of Home Affairs, appreciated the efforts being undertaken by TOLIC Jammu and congratulated institutions that successfully achieved their official language targets. She stated that the primary objective of TOLIC is to increase the use of Hindi in official correspondence and create greater awareness among government offices. Describing the newly launched portal as an important reform, she said it would make monitoring and evaluation more transparent and efficient. Ms. Rama also noted that the growing membership of TOLIC Jammu reflects increasing institutional engagement and informed participants that efforts are underway to include additional eligible institutions to further strengthen the committee’s outreach and effectiveness.

Earlier, Sanjay Sharma, Member Secretary of TOLIC and Hindi Officer, presented the agenda and reviewed the progress of previous action points. He informed the gathering that the committee had assessed the performance of member offices across all four quarters of 2025–26 and explained the evaluation framework used for the review process. Sharma said the online portal was conceptualised to address reporting gaps and provide real-time access to information shared by member institutions. He added that the platform enables offices to upload data independently while ensuring transparent tracking of progress. He also informed participants that TOLIC Jammu had earlier resolved to create a distinct identity through a dedicated logo and upgraded digital infrastructure, both of which have now been implemented.

The meeting also featured addresses by Pankaj Rajput, Ankush Kumar, and Ismail Khan, who shared their perspectives on strengthening coordination and expanding participation in Rajbhasha activities. Around 90 officers and representatives from various central government departments and organisations based in Jammu and surrounding areas attended the programme. The event concluded with a vote of thanks delivered by Administrative Officer Rajesh Gupta, who expressed gratitude to all participating institutions and reaffirmed TOLIC Jammu’s commitment to promoting Hindi through collaborative and technology-driven initiatives.
